AB-946: State public retirement systems: divestiture: border wall construction companies

(Last updated August 28, 2017)

Summary

This California Assembly bill attempts to dissuade companies from participating in construction of a border wall by requiring the Public Employee's Retirement System (PERS) and State Teachers' Retirement System (STRS) to liquidate any investments in border wall construction companies. PERS and STRS would also be prohibited from making new investments or renewing existing investments in such companies.

Status

Introduced into the California Assembly on February 16, 2017. Referred to the Assembly Committee on Public Employees, Retirement, and Social Security and the Assembly Committee on Judiciary.

A vote on this bill had been scheduled in the Assembly Committee on Public Employees, Retirement, and Social Security on April 19, but it was cancelled.

The bill failed to advance out of any committees by the June deadline to pass bills out of their houses of origin. It is therefore inactive and likely dead for the remainder of the current legislative session.

Call script for Assembly Public Employees Committee members:

"Hi, my name is _____ and I'm a constituent in _____ (city). My zip code is _____. I'm calling to ask _____ (Assembly member's name) to please vote yes on AB-946 in the Public Employees Committee hearing. I think the President's border wall is not only immoral and a huge waste of money, it would also be environmentally damaging and a disaster for our state's economy, so discouraging companies from participating in building it is a good thing. Thank you."
