Details/Context:

Comey Memo:

Yesterday, the New York Times reported that, according to a memo written by then FBI Director James Comey, the President had asked him to shut down the federal investigation into then National Security Adviser Michael Flynn. As the Times notes, "The documentation of Mr. Trump’s request is the clearest evidence that the president has tried to directly influence the Justice Department and F.B.I. investigation into links between Mr. Trump’s associates and Russia." During the conversation, which took place the day after Flynn's resignation, the President also reportedly told Mr. Comey to consider imprisoning reporters who published leaked information.

Democrats in the House and Senate have responded by upping their calls for an independent investigation of the White House's ties to Russia. This morning, Rep. Joe Crowley (D-NY-14) filed a discharge petition on HR. 356, a bill which would establish an independent investigatory commission, modeled on the 9/11 Commission. A discharge petition is a method by which a bill can be brought to the House floor without committee approval, if a simple majority of House members sign the petition. In order for this discharge petition to be successful, 23 Republicans would have to sign it.

REINS Act:

S. 21, the Senate version of the "Regulations from the Executive in Need of Scrutiny" Act (REINS Act), is scheduled to be considered in the Senate Homeland Security and Governmental Affairs Committee today. The House of Representatives passed their version of the bill, HR. 26, on January 5, 2017 on a vote of 237-187. This bill would require any significant rule created by a federal agency to be voted on by Congress in order to be enacted. This would greatly impede federal agencies' ability to effectively implement necessary protections, such as environmental or consumer protections, and would also reduce the sigificance of public and expert input.

Conclusion/Call Script Overview

Today I will be calling my House Representative and asking whether he has already signed the discharge petition for HR. 356. If he hasn't already, I'll ask him to do so.

I will also call both of my U.S. Senators and repeat my request for them to slow down Senate business until both an independent Russia commission is established and a special prosecutor is appointed. I'll also ask Senator Harris to oppose the REINS Act.

If you are not from California, you can find contact information for all U.S. Senators here: https://www.senate.gov/senators/contact/

If you don't know who your Representative in the House, you can look it up here: http://www.house.gov/representatives/find/

Script for Calling Dianne Feinstein

"Hi, my name is _____ and I'm calling from _____ (zip code). The news yesterday that the President asked Director Comey to stop the investigation into Michael Flynn is the clearest evidence yet that the President has interfered into the Russia investigation. I want Senator Feinstein to use every method possible to slow down the Senate until an independent commission is established and a special prosecutor is appointed. That includes objecting to all calls for unanimous consent, opposing every motion of cloture, and even filibustering. Thank you."
