Senate AHCA Draft Released

The Senate GOP released a discussion draft of their version of the American Health Care Act (AHCA, "TrumpCare") today. Among the provisions of the Senate bill:

  • Deeper long-term cuts to Medicaid than the House version (which already cut over $800 billion from Medicaid).
  • Repeals almost all ACA taxes (largely benefiting the top 5% of Americans)
  • Reduces eligibility caps for ACA tax credits from 400% of the Federal Poverty Level (FPL) to 350% of FPL.
  • Removes requirement for essential health benefit coverage, including maternity care, mental health, and cancer treatments.

A CBO score on the Senate bill is expected on Friday, June 23, and a full vote on the Senate floor will likely begin on Thursday, June 29.

Our Amendments

The budget reconciliation process under which the AHCA is being considered removes the possibility of a filibuster by allowing debate to be ended with a simple majority, rather than the usual three-fifths majority requirement. However, budget reconciliation also allows an unlimited number of amendments to be introduced on the bill being considered. All introduced amendments must be voted on, which is usually done consecutively in one voting session called a "vote-a-rama."

The National Indivisible team has created a web tool called "Our Amendments" which will generate a customized AHCA amendment for each constituent. Because each amendment must be voted upon, a sufficient number of amendments would potentially delay the final AHCA vote by days or even weeks.

Call To Action

Today I will be calling both of my Democratic Senators and asking them again to use all available procedural methods to delay the AHCA vote, in order to allow constituents time to understand the bill and protest against it.

Additionally, Defending Our Future will be collecting AHCA amendments from constituents in California, which we will print out and physically deliver to the San Diego offices of Senator Feinstein and Senator Harris. To participate in this action:

  1. Visit ouramendments.org and fill out the supplied web form to generate your customized AHCA amendment.
  2. National Indivisible will then forward your amendment to both of your Senators, as well as to Senate Minority Leader Chuck Schumer.
  3. You will receive an email response containing the text of your amendment. The subject line of that email will be "Thank you for submitting your amendment."
  4. Forward that email response to us at defendingourfuture52@gmail.com.
  5. On Monday, June 26, we will deliver physical copies of all the collected amendments to the offices of Senator Feinstein and Senator Harris.

Now that we have seen the discussion draft of the bill, we know how important it is to stop the bill, so I'd like to ask the Senator to block all Senate business by withholding consent and commit to filibuster-by-amendment in order to delay the bill so that the American public can have time to bring pressure on Senate Republicans to kill the bill.
