HR. 669/S. 200 - Restricting First Use of Nuclear Weapons Act

Summary

HR. 669 and S. 200 are identical House and Senate bills, respectively, which would prohibit the President from unilaterally authorizing a first-use nuclear strike. The President would only be allowed to conduct such a nuclear attack pursuant to a Congressional declaration of war which specifically authorizes such a strike.

HR. 669 was introduced into the House by Rep. Ted Lieu (D-CA-33) on January 24, 2017. It has been referred to the House Foreign Affairs Committee.
